This seminar is organized as a constitutional convention. As the new Framers, our goal will be: first, to assess the strengths and weaknesses of the U.S. constitution and, second, to rewrite the document both in light of our evaluation and in response to contemporary American political values, culture, conditions, and problems. During the semester we will evaluate and debate important constitutional principles, the structure of our political system, the formal powers of our political institutions, the relationships between the major branches of government, the responsibilities and rights of citizens, and the relationships among citizens and between citizens and their government. The countries of Europe, locked in mortal combat mere decades ago, today are closely knit together in the European Union (EU). Although unique in its form, the EU is merely the latest in a long line of emergent political organizations. This seminar situates the European experiment historically by exploring the various ways in which political life has been organized, from city states to sovereign states to the development of modern nation-states in the nineteenth century and onwards. The economic, social and political causes of European political unification, issues of national identity, policy capacity, and legitimacy will be considered through intensive reading and discussion.
